Reasons:

- You may be logged in on another machine.

- Check if you are logged in on another machine. If you are logged in on another machine, close all connections, wait for 20-30 minutes, and then again try to sign into your account.
- If there is a problem in Mail server, ask the System Administrator to stop the mail tasks executing on your account from mail server.
- If there is some internal problem with the user account then wait for 20-30 minutes and then try again.
- In case, the user account has been crashed or there is some problem with .DBX file then you need to create a new your account.
Above mentioned steps can help you resolve the 0x800CCC03 USER ALREADY CONNECTED error message. After creating a new account, import the DBX files into it and you will get your emails listed in new account.
